The comments followed a release of declassified documents by Director of National Intelligence Tulsi Gabbard, which alleged a “treasonous conspiracy” by top Obama administration officials.

Based on the evidence presented in High Stakes Treason, the CIA under Director George Tenet — with John Brennan serving as Tenet’s chief of staff from 1999 to 2001 — did not merely fail to prevent 9/11; it actively enabled the attacks to succeed.
Brennan latched onto Tenet’s coattails in the mid-1990s. Tenet pulled him up, eventually making him the CIA’s executive director — its third-ranking officer. As chief of staff, Brennan would have been privy to exactly the same information as Director Tenet during the two most significant terrorist events of that era: the bombing of the USS Cole (October 2000) and the attacks of September 11, 2001.
The CIA knew two 9/11 hijackers — Khalid al-Mihdhar and Nawaf al-Hazmi — had entered the United States in January 2000, yet intentionally prevented FBI agents assigned to the CIA’s bin Laden station (Alec Station) from alerting the FBI. The CIA then used a false official statement (the Ali Soufan letterhead memorandum) to further block the FBI’s investigation.
CIA asset Anwar al-Awlaki had documented personal contact with six of the 9/11 hijackers — even purchasing airline tickets for several of them, including Mohamed Atta.
The book concludes: “the CIA withheld key information from the FBI to enable the 9/11 attacks to succeed.” The CIA had the means (asset reporting, SIGINT reporting, dissemination control), the motive (needing a new adversary to justify its multi-billion-dollar budget), and the opportunity to allow the attacks to happen — and John Brennan, as Tenet’s chief of staff, was positioned to know everything the Director knew.

Former FBI Special Agent John Guandolo — a key leader of the bureau's counterterrorism efforts after 9/11 — revealed that Brennan converted to Islam while serving as CIA Station Chief in Saudi Arabia, estimated between 1996 and 1999. Guandolo stated that Brennan recited the shahada (the Islamic declaration of faith) in the presence of Saudi government and intelligence officials, and that U.S. government officials stationed in Saudi Arabia at the time were direct witnesses to his conversion.
